B. Enactment of an ordinance of vacation to vacate portions of certain public utility easements located on parcels 1, 2A, 3, and 4, Avalon at Arlington Square, RPC #38-011-004, RPC #38-011-006, RPC #38-011-007, and RPC #38-011-008, respectively, with conditions. C. Enactment of an ordinance of vacation to vacate a portion of a public street easement adjacent to Parcel 5, Avalon at Arlington Square, RPC #38-011-012, which was formerly a portion of South Wayne Street, with conditions. Ordinances and Plans 22. Adoption of proposed amendments to Section 20 (Appendix A) “CP-FBC” Columbia Pike – Form Based Code Districts of the Zoning Ordinance. A. Modify the historic preservation regulations in Section III. B. of the Form Based Code, modifying the height “bonus” to retain appropriate tapering and reduce the impact of new development on surrounding neighborhoods; and,
P.C. Recommendation: Adopt ordinance to amend, reenact and recodify Section 20 (Appendix A) Columbia Pike Form Based Code Districts of Zoning Ordinance to: revise historic preservation regulations. C.M. Recommendation: Approve the proposed amendment as recommended in the staff report.
B. Add language to Section I. - Components of the Code, of the Form Based Code to clarify how the Form Based Code is to be interpreted. P.C. Recommendation: Take No Action on provisions regarding interpretation. C.M. Recommendation: Defer the proposed amendment until the February 25, 2006 County Board meeting.
23. A, B & C A. Adoption of the Fort Myer Heights North Plan. B. GP-300-04-2 General Land Use Plan amendments to add open space symbol (triangle) to following locations in order to encourage public open space: Northeast corner of block bordered by 16th Street North, North Queen Street, 14th Street North, and North Quinn Street Southwest corner of block bordered by Clarendon Boulevard, North Quinn Street, North Rhodes Street, and 16th Street North (south of existing public park); and Northeast corner of block bordered by 14th Street North, North Rhodes Street, Fairfax Drive, and North Rolfe Street. C. Adoption of ordinance to amend, reenact, and recodify sections 13 and 15 of the Zoning Ordinance as applicable to properties located in Fort Myer Heights North Special District. Fort Myer Heights North Special District is generally bordered by Clarendon Boulevard to north, North Scott Street and North Courthouse Road to the west, North Pierce Street to the east, and Fairfax Drive to the south. All properties within boundaries of district would be eligible for special regulations and incentives recommended in the Fort Myer Heights North Plan advertised and recommended for adoption concurrently with proposed ordinance, and would be subject to special urban design guidelines set forth therein. Purpose of the district is to: 1) promote compatibility of new and existing development by coordinating building placement, orientation, scale, bulk, streetscape, and pedestrian facilities; 2) provide for creative opportunities to encourage and retain affordable housing; and 3) promote opportunities for preservation of historically significant buildings. In addition, ordinance provides opportunity by Special Exception Site Plan to achieve up to 72 units per acre when development is consistent with concept and vision for district, as established in the Fort Myer Heights North Plan, including but not limited to provision of affordable housing, historic preservation and open space. C.M. Recommendation: Defer until the March 2006, County Board meeting.
24. Amendment to Chapter 20 (Real Estate Assessment) of the Code of Arlington County, Virginia, creating a Crystal City Rehabilitation District. C.M. Recommendation: Adopt the changes to Chapter 20 Article II (shown as Attachment I in the staff report) to establish the Crystal City Rehabilitation District.
Capital Projects 25. Approval of modification No. 1 to a construction agreement among the Federal Highway Administration, the National Park Service and Arlington County for the Memorial Avenue crossing portion of the Potomac Interceptor Sanitary Sewer Project and appropriation of additional funds therefore. C.M. Recommendation: Approve as recommended in the staff report.
Appropriations, Grant Applications & Other Contracts
26. Authorization of the acceptance of and the allocation of $1 million from the Governor’s Opportunity Fund (GOF) of the Commonwealth of Virginia to be transferred to the Industrial Development Authority of Arlington County, Virginia and then to BNA, Inc. subject to the terms and conditions of the GOF Performance Agreement (attached to the staff report) among Arlington County, the Authority, and BNA. C.M. Recommendation: Approve as recommended in the staff report.
27. Authorization for the county manager to execute the First Amendment to the Agreement for the Provision of Services in the Rosslyn Business Improvement District between the Arlington County Board and the Rosslyn Business Improvement Corporation (RBIC). 28. General Operation Budget increase for the Department of Environmental Services-Transportation Engineering & Operations Bureau for purchasing and installation additional parking meters. C.M. Recommendation: Approve as recommended in the staff report.
29. Authorization of the execution of a FY 2003 Project Agreement Amendment for use of Commonwealth Transportation Funds. C.M. Recommendation: Approve as recommended in the staff report.
30. Allocation of $60,000 in Local Public Assistance Cost Allocation Plan Supportive Housing funds for one-time costs associated with providing residential housing for adults with mental retardation/developmental disabilities. C.M. Recommendation: Approve as recommended in the staff report.
31. Appropriation of federal funds from the Virginia Department for the Aging.
C.M. Recommendation: Appropriate $59,058 in Fiscal Year 2006 additional federal funds from the Virginia Department of Aging to the Department of Human Services to provide home delivered meals to residents of independent senior residencies and to provide additional Medicare and other types of public education sessions. In addition, authorize a 0.4 FTE permanent grant-funded position to conduct the public education.
Requests to Advertise 32. Request to advertise on the County Board’s Own Motion a use permit amendment to modify or remove a condition from an approved Unified Residential Development located at 501 N. Lombardy St. (RPC # 12-040-023-024-060-168-169). C.M. Recommendation: Authorize the advertisement for a public hearing to be held at the January 21, 2006 County Board meeting.
33. Request to advertise the amendment, reenactment and recodification of of Chapter 66-3 (Technology Zones: Qualified Technology Businesses and Chapter 11-86 (Licenses: Qualified Technology Businesses ) of the Arlington County Code. Other 34. Approval of the National Capital Region Mutual Aid Agreement. C.M.
