J. Request to advertise Real Estate Tax Relief for elderly and disabled persons. Attachment to Item 34J C.M. Recommendation: Advertise a public hearing on March 31, 2005 on amendments to Chapter 43 of the Arlington County Code, Real Estate Tax Relief for the elderly, to adopt an increase in the income ($72,000) and assets allowed ($240,000 for an exemption and $340,000 for a deferral) to take advantage of the new standards that were approved by the General Assembly in 2004. In addition, correct wording that was not removed from the Code by prior action in 2001.
K. Request to advertise ratification and authorization of the advertisement for a public hearing for a proposed FY 2006 household solid waste rate increase and impose a new fee for electronics recycling services. C.M. Recommendation: Ratify the advertisement of the public hearing on the proposed amendment to amend Chapter 10, Article I (Refuse) of the Code of Arlington County, placed on March 7, and authorize the second advertisement, scheduled for March 14 as notification for a public hearing to be held March 31, 2005 on the amendment to: (1) increase the annual household solid waste rate to a maximum of $248.76; and (2) impose a fee for recycling electronic components, with televisions at $20 and computer monitors at $15.
L. Request to advertise ratification and authorization of the advertisement for a public hearing for a proposed FY 2006 water/sewer rate increase. C.M. Recommendation: Ratify the advertisement of the public hearing on the proposed amendment to Chapter 26, Article 1 of the Arlington County Code (Utilities and Ordinances) placed on March 7, and authorize the second advertisement, scheduled for March 14 as notification for a public hearing to be held March 31, 2005 on the amendment, which reflects a proposed water rate increase of no more than $0.55 from $2.47 per thousand gallons to $3.02 per thousand gallons, and a proposed sewer rate increase of no more than $0.38, from $3.73 per thousand gallons to $4.11 per thousand gallons.
M. Request to advertise an amendment to the Street Development and Construction ordinance, Chapter 22, of the Code of Arlington County, Virginia, concerning charges and fees for right-of-way permits and related services to become effective July 1, 2005. C.M. Submit a speaker slip to the Clerk; you have up to 2 minutes to speak; only one speaker per topic will be heard. Print a Public Comment Speaker Slip. B. Consent Agenda: Items removed on Saturday, no earlier than 9 a.m., will be heard at 6:30 p.m. on Tuesday. This will automatically remove the item from the Consent Agenda and carry it over to the following Tuesday Recessed Meeting for public testimony (no speakers will be heard on Saturday). Submit a speaker slip on Saturday, identifying all the Consent Agenda item number(s) you wish to address on one slip; at the Tuesday meeting, individuals and organizations have up to 3 minutes to speak on all matters. (Example: if you sign-up to speak on two items, you are called one time to speak a maximum of three minutes on both items.); speakers are heard in a group before the Board begins discussing the removed Consent Agenda items; additional speakers may sign-up to testify on the previously removed items at the Tuesday recessed meeting by submitting a speaker slip by 6:30 p.m. Print a Consent Agenda Speaker Slip.
