Master Transportation Plan Adopted and Draft Elements

 

MASTER TRANSPORTATION PLAN

Arlington County staff, working with the Transportation Commission and other citizen-advisory committees and a consulting team, has been working on a new comprehensive Master Transportation Plan (MTP) for Arlington. The MTP provides general guidance for Arlington's transportation system through the year 2030. The beginning efforts included development of a baseline document of existing conditions and a glossary of terms, and an online survey.

The first complete MTP draft was developed in 2006, covering all local modes of transportation in Arlington.  Based in large part upon comments received from the Arlington public at community forums and the online survey, the draft was revised in 2006 and 2007, and is now proceeding in increments through additional changes, final reviews and adoption. The overall Goals and Policies and Map elements of the plan will be supported by six modal element documents (Streets, Transit, Pedestrian, Bicycle, Parking and Curbspace Management, and Transportation Demand & System Management) which will provide more-detailed guidance.

The Master Transportation Plan Map was adopted by the County Board at the December 15, 2007 meeting.

At its July 19, 2008 meeting (June 22th recessed session), the Arlington County Board adopted the MTP Bicycle and MTP Pedestrian elements.  


At its December 13, 2008 meeting, the County Board adopted the MTP Demand and System Management Element

    The Demand and System Management Element which includes provisions for both Transportation Demand Management (TDM) and Transportation Systems Management (TSM), provides a master plan for proactively managing the travel demand generated by residents, employees, and visitors to maximize the efficiency and effectiveness of all elements of Arlington's transportation network.

    TDM strategies typically include:  managing parking and pricing; marketing transit and providing commuter subsidies; promoting walking, bicycling and ridesharing; and encouraging telework and flexible work strategies. TSM measures focus on signal coordination, traffic information, incident detection and response, and emergency management.

At its June 13, 2009 meeting, the Arlington County Board adopted the Transit Element

    This document includes actions to maximize the potential of the existing transit system - including the development of incremental improvements to enhance local transit service, and to address needed additions to local and regional services.

At its November 14, 2009 meeting, the Arlington County Board adopted the Parking and Curb Space Element

Parking and curb space are critical features of Arlington County's transportation infrastructure, and their provision and management should be carefully coordinated with planning for other transportation elements. The Master Transportation Plan provides a framework for coordinated planning. The Parking and Curb Space Element of the MTP outlines the policies and implementation actions governing the provision and proactive management of the County's parking resources and curb space.

  Streets Element Draft (3.19 Mb)

Arlington has an extensive network of streets and highways that includes federal interstates and parkways, state primary and secondary highways, arterials, and local residential streets.  These facilities serve and connect the neighborhoods and urban village centers within Arlington and provide connections to the surrounding cities and counties.  Since Arlington is at the core of the metropolitan region, these streets also provide passage to and through Arlington for the many people that live and work all around it.

Managing streets using this holistic point of view is a complex and often highly charged task.  The purpose of the Streets Element of the Master Transportation Plan is to provide a framework for addressing and managing these often-conflicting streets uses.


It is anticipated that a number of public review sessions will be held on the draft streets element in 2010.  Adoption of the streets element is likely to occur late in 2010.
