CHILD AND FAMILY SERVICES

EARLY PREVENTION AND PARENT EDUCATION

PROGRAM MISSION: To prevent family distress, dysfunction, violence, and out-of-home placements of children by providing coordinated and effective educational opportunities for parents.

The following are the programs in this area.

  • Parent Education promotes appropriate practices for parents that result in healthy children and families, by providing parenting classes primarily to at-risk families, providing community education, and participating in initiatives to strengthen and support Arlington families.
  • Project Family strengthens families by enhancing the parenting skills of language minority parents of infants and children up to age five and helping children develop skills and knowledge for school readiness. Services are provided through a partnership with the League of United Latin American Citizens (LULAC) Council 4606. The program is for families from pregnancy through the child's first five years of life, with an emphasis on Spanish-speaking and at-risk families.

  • The number and percentage of participants reporting or demonstrating an understanding of the impact of violence and attempting to increase safety is based on the participants who attended five or more support group sessions.
  • The number of families in programs supported by the Coordinator in FY 2003 reflects participation in primarily one-time events during that year. The Coordinator is increasingly called upon to provide parenting classes for high-risk families, reducing the total number of families served in programs she supports.

  • For FY 2002 and 2003, the number of children represents a duplicate count as they continued from the Infant to the Early Childhood classes. For FY 2004 it is an unduplicated count.
  • Project Family developed and used two evaluation tools in FY 2004: the "Record of Developmental Milestones from age 0 to 5" and the "Parent Evaluation." The "Record of Developmental Milestones from age 0 to 5" is a comprehensive assessment of age-appropriate cognitive, emotional, language, literacy, physical, self-help, and social milestones. It replaced the tool used in prior fiscal years. The "Parent Evaluation" allows a trained teacher to observe parent-child interactions and to assess the parent's ability to modelappropriate behavior, nurture, encourage safe exploration and independence, and discipline appropriately. Only consistent participants were evaluated in depth.
  • Project Family is a voluntary program. Consistent attendance (participation in 11 sessions or more) is an indication of customer satisfaction.
  • The workload measure of the number of families that completed one prenatal class may overlap with the number of families that completed four or more infant or early childhood classes.
