Purchasing Office - How to Do Business with the County

 


Arlington County Purchasing Office staff is committed to contract with vendors who deliver the highest quality goods and most efficient services to the County agencies and County citizens. The County relies on qualified firms to deliver those goods and services.

Becoming A Registered Supplier 

The first step to bidding on or responding to an Arlington County solicitation is to become a registered supplier in our iSupplier system.   iSupplier registration is required for electronic access to bid and solicitation documents. 

The registration includes a commodity checklist from which you should select the goods or services for which you would like to receive notices of current bid opportunities.  Once your business is registered in iSupplier, you will automatically receive electronic notices of bid and solicitation opportunities that are relevant to the commodity code(s) your selected during registration. 

If you are a registered supplier, you may download current bid and solicitation documents online.  

One may also receive a hard copy of solicitation documents by calling the Bid Clerk at 703-228-3410.  You can submit bids or proposals to the County even if you are not a registered supplier.


Solicitation Process

The County has a centralized procurement process that also allows County Departments to solicit bids directly up to a value of $50,000 per transaction.

The County purchases a vast array of goods and services to support all County Departments, Offices, and Agencies. Our goal is to procure theses goods and services in the most cost-effective manner at the time and place necessary to meet the needs of the County.

We utilize a competitive bidding process, with awards made to the lowest responsive and responsible bidder, whenever possible. This process is done through either an Invitation to Bid (ITB), or Request for Quotations (RFQ). We also utilize competitive negotiation methods when factors other than price must be considered in selecting a vendor. This is commonly referred to as a Request for Proposal (RFP) process. Awarding Contracts

Contracts are awarded based on a combination of factors that are most advantageous to Arlington County. The method used to solicit bids and proposals is determined by the estimated dollar value of the individual purchase or the type of commodity or service needed.
