The County Board Saturday approved a site plan for a new $20 million four-story residential building in Crystal City on the site of the existing Crystal Towers apartment complex at 1600 S. Eads St.
"This building promises to add a new dimension to the Crystal Towers apartment complex as well as add to the urban village design of the area by bringing residential units down to the sidewalk level. More importantly, however, is the provision of some much needed affordable housing within a Metro zone," said County Board Chairman Chris Zimmerman.
The new 215, 456 square foot, L-shaped building, to be called the Lofts at Crystal Towers, will contain 215 units. The ground-floor units will have separate entrances and stoops facing the street along 15th Street South and South Fern Street. Some of the units will have loft space on the fourth floor.
Parking will be provided in two below-grade parking levels. Additional parking would be provided between the new building and the existing buildings in areas currently used for parking. Arlington-based developer Charles E. Smith Property Holdings Crystal Towers LP has agreed to contribute $25,000 to the County's Public Art Fund; improve the existing Metro bus stop located on 15th Street; provide 12 affordable housing units, five of which will be maintained as ADA-accessible, in the building; and incorporate the use of "green building components" in the building’s construction.
The developer anticipates beginning construction by the end of 2002 and completing the project by the end of 2004.
