The Department of Human Services (DHS) in conjunction with partnering agencies has operated the Homeless Prevention and Rapid Re-Housing Program (HPRP) since October 2009. Since that time, 569 people representing 271 households (unduplicated) have received financial assistance for homelessness prevention or rapid re-housing as well as case management services. The case management services have focused on assisting households with tasks (e.g. paying rent on time) that will keep them in their housing. Households, on average, received $3,000 in funds and the average length of time in the program was four months. The initial funds provided to Arlington County via federal and state programs have mostly been expended. However, about $303,000 in new funding has been provided by the Arlington County Board and State of Virginia to initiate a second phase of the program.
The HPRP 2.0 Program, as this phase of the program is called, will provide short-term financial assistance to individuals and families who are homeless or at risk of becoming homeless. In addition to financial assistance, participants of the program will be provided intensive housing-focused case management services such as individual budget counseling. Priority will be given to households who have been homeless for 90 days or more, households on shelter waitlists, households with existing rental assistance facing eviction, and households that have repeatedly requested assistance with rent and utilities. Case management services will be available to develop budgets and assists households in maintaining their housing. Financial assistance for HPRP 2.0 will be limited to $1,200 for homelessness prevention and $3,000 for rapid re-housing. Funds will also be available for utility deposits only.

In addition to the HPRP 2.0, the Housing Assistance Bureau and the Housing Services Team will implement a small pilot project for homeless individuals currently in shelter who are working at least 30 hours per week. Services will include rental assistance and case management services. Only referrals from homeless shelter operators will be accepted at this time.
