| Project: Arlington Mill Community Center Location: 4975 Columbia Pike Contact: George May, 703-228-4440 Funding: $35 million Status: This project is currently in the architectural and engineering planning phase. Start Date: January 2010 End Date: First Quarter 2013 Description: Arlington County and their development partner, PPA, were unable to proceed with the mixed-use community center and housing development project that had been approved by the Arlington County Board in June, 2008 due to the changes in the financial market in 2008-2009. In December, 2009, the County Board directed staff to proceed with the first phase of the project - the Community Center - as a County-funded project. The Community Center design will proceed with the same programs and features, including the full-size gym and Plaza, as provided in the original 2005 plan. The Board also directed staff to seek a developer who would provide housing on the North side of the site, adjacent to the Community Center as a separate project. The County is now developing the Community Center design with the goal of having the project construction documents ready for bidding in 2010 with the building ready for occupancy in first quarter of 2013. Highland Street to the Metrorail elevator. The area west of the elevators is not included in the project. This initiative will create an active, multi-use plaza to accommodate the farmers’ markets, music events, vendors and other community activities, while enhancing pedestrian access to Metrorail and transit. Serck, 703-228-7141; Bernadette Grullon, 703-228-3335 Funding: FY2011 PYGO, Parks Maintenance Capital Status: In Design Start Date: Fall/Winter 2011 End Date: Summer/Fall 2012 Description: PAY-Go funds were allocated to re-design the existing playground at Fort Barnard Park. Playground equipment, playground surfacing, pedestrian circulation (including ADA accessibility) and site furnishings are among the major project components and goals. Community residents were invited to attend one or two Design Charette meetings that are scheduled for January and February. The first meeting took place on Thursday, January 26, 2012 from 7:00pm to 9:00pm in the Drew Community Center Arts & Crafts Room. Fliers were posted at the playground to attract more residents (see Charette Flyer (PDF)). During this meeting, residents of the Nauck Civic Association gave their input to Josh Serck and Bernadette Grullon on the direction in which they would like to proceed with the playground re-design. Read the 01-26-12 meeting notes (PDF). The second and final Design Charette was held on February 23, 2012 from 7:00pm to 9:00pm at the Drew Community Center Cafeteria. During this meeting, Serck and Grullon presented two conceptual layouts based on prior input from Nauck residents. Read the 02-23-12 meeting notes (PDF). Residents decided on a concept to pursue (PDF) which was presented to the Nauck Civic Association on Monday, March 5, 2012. The Nauck Civic Association endorsed this conceptual layout. Serck and Grullon will now prepare construction documents based on this conceptual layout. At present, the County would like to send the project out to bid either late Summer 2012 or early Fall 2012. |

| Project: Glencarlyn Park - Park Improvement Project Location: Columbia Pike and Four Mile Run Contact: Shannon Clark Early, 703-228-3586 Funding: Neighborhood Conservation Program Status: In Design Start Date: Fall 2010 (Design) End Date: Fall/Winter 2012 (Estimated end of Design) Description: The improvements at Glencarlyn Park focus on the southern portion of the park that is bordered by Four Mile Run, the Washington & Old Dominion bicycle trail, and Columbia Pike. This project will create environmentally friendly features including a rain garden with native plants and creative educational and playful elements to attract a range of park users while maintaining sightlines into the park for safety. It will ultimately increase awareness of the park’s proximity to Four Mile Run and highlight native plants. Proposed park features include less structured design elements such as a sand area, concrete play tubes, stepping stones, and grassy mounds located within the plaza area. This space will also accommodate a wayside for users of the W & OD Trail and park visitors. Amenities will include benches, picnic tables, bicycle racks, and a water fountain. Additionally, a paved loop path will provide a location for children to learn to ride or skate separated from the heavily-used W & OD Trail. Native plants will be featured throughout the project, including native tree collections to replace those invasive trees removed during construction, and native shrubs, grasses, and groundcovers to vegetate the rain garden. |

Currently in review and permitting. Start Date: Fall/Winter 2010 End Date: Spring 2012 Description: PAY-Go and Park Bond funds were allocated for the reconstruction of the playground and field, the provision of accessible walkways, as well as associated grading and drainage improvements and landscaping. In addition, NC funding was approved for the reconstruction of two basketball courts and lighting of the courts in 2010. After a series of meetings with the community beginning in early 2010 a master plan was developed and approved by the Clarendon Courthouse Civic Association. Construction documents are 90% complete and currently in review and permitting. Staff anticipates the project to go out to bid in early summer and construction to begin late summer 2012. The proposed improvements consist of relocating tot and school-age playgrounds to the upper end of the park along N. Barton Street. The basketball courts and field will be located in the middle of the park with plenty of seating opportunities to watch games and others play. The lower or eastern end of the park will feature increased accessibility, seating and more landscaping. The lower area will include artistic 'sculptures' designed to appeal to skateboarders and viewers.

Project: Replacement of the courts and site improvements at Towers Park Location: 1109 North Barton Street, Arlington, Virginia 22201 Contacts: Bernadette Grullon, 703-228-3335 Funding: 2012 Pay-As-You-Go Parks Maintenance Capital Program. Status: In Design. Start Date: Spring 2012 (Design) End Date: Fall 2012 (Design) Description: The courts at Towers Park have reached their useful life and are in need of replacement. As part of the County's Maintenance Capital Program, funding for the improvements was approved by the County Board for FY2012. The improvements feature new court surfacing and court dimensions to meet current design standards (standards established by Department of Parks and Recreation, Department of Environmental Services, US Tennis Association and National Collegiate Athletic Association), fencing, lighting, nets, hoops and backstop. To meet these standards the practice courts will be relocated to the puppy area. Additional improvements include new benches and seating, new trash receptacles, new accessible (ADA) walkways to all facilities and courts, accessible improvements to the parking lot, new picnic shelter, improved site drainage, portable restroom shelter and landscaping (plants, groundcover and trees). In relocating the puppy area, the following improvements will be installed: new fencing and new gated entry to the puppy area from the parking lot and new water fountains for the both dog areas. After reviewing, analyzing and considering various court layout configurations, site and court drainage, ADA access and circulation, improved maintenance, previous user requests and compliance to County Chesapeake Bay, Stormwater and other ordinances, a concept was developed. Currently in review and permitting. Start Date: Winter 2011 (Design) End Date: Spring 2012 (Design) Description: The reconstruction of the playground at Tuckahoe Park will focus the play equipment, accessibility from Sycamore Street and around the playground, site furnishings, site drainage improvements and enhanced plantings which will all be implemented according to current playground safety guidelines and ADA standards. Currently, the project is in the design development phase. County staff and Lee and Associates, Inc. (design consultants) have concluded meetings and wrapped up the design with residents of the neighborhood. Construction documents are 85% complete. Project is currently under review and soon in permitting. We anticipate to bid the project during early summer and begin construction late summer 2012.
